A recent report from Future Work claims that the Kingdom of Saudi Arabia’s freelance market has experienced remarkable growth, with more than 2.25 million users registered as of September 2024.

Since independent contractors have become a vital component of the labour market, particularly in industries that need flexibility and adaptation, this development aligns with the Kingdom’s larger ambitions for economic diversification.

According to the report, 38% of independent contractors work in the retail and trade sectors, followed by industry (13%), and business services (11%). This sectoral distribution reflects the versatility and breadth of freelancing, with opportunities spread across multiple industries, enabling quick response to shifting market demands.

Another significant contributing element to this rise is the ease of entry to the freelancing market; 62% of freelancers have a bachelor’s degree, 31% have just completed secondary school, and 7% have more education. These statistics support the idea that freelancing is a desirable and approachable choice for many societal groups.

Government Initiatives Supporting Freelancers

The 25–34 age group is the most active in the freelance industry, but this trend is not just for men; women are also making great strides in this area. According to the report, 3.2 million women have expressed interest in freelancing, which is indicative of the success of recent initiatives aimed at empowering women in the workforce and allowing them to better balance their personal and professional lives.

Freelancers also provide a significant economic contribution, contributing around 72.5 billion Saudi riyals to the national economy in 2023, which accounts for almost 2% of the Kingdom of Saudi Arabia’s GDP. These data underscore the freelancing sector’s rising relevance in diversifying revenue streams and strengthening the Kingdom’s economic reform initiatives.

Notably, government programs like the Human Resources Development Fund, the Social Development Bank, and the Reef Program have been instrumental in financing freelancers and creating a supportive atmosphere. By giving them access to the required tools, education, and funding possibilities, these organisations aim to support independent contractors in their endeavours.

Saudi Arabian Freelance Obstacles

Notwithstanding the major surge in freelancing in the Kingdom of Saudi Arabia in recent years, there are many obstacles that independent contractors may face in their pursuit of success.
